There is no single yes-or-no answer to whether a doorway camera is allowed in Hong Kong. The Privacy Commissioner explains that the Personal Data (Privacy) Ordinance does not impose a blanket ban on CCTV. Recording and retaining images used to identify people may, however, involve personal-data collection. Estate rules, tenancy conditions and permission to alter common areas need separate checks.
Check privacy, location and installation permission separately
| Issue | What to check |
|---|---|
| Privacy | Identifiable recordings, purpose, coverage, retention, access and disclosure |
| Location | Whether the wall, corridor or fitting is part of a common area and needs permission |
| Property requirements | Tenancy, estate and door requirements before drilling, wiring or altering the door |
Management approval does not settle every privacy issue. Following privacy principles does not give permission to alter a common area. Assess what a peephole viewer or doorbell actually records, rather than relying on its product name.
Public housing: ask the relevant estate office first
Contact your estate office with the proposed position, fixing method, viewing direction and any drilling involved. For a private estate, check management and deed requirements; tenants should also check landlord consent. This guide does not treat one estate’s practice as a Hong Kong-wide approval. Obtain the relevant answer before modifying the door or installing cables.
Keep the view proportionate to the purpose
- Define the purpose, such as identifying visitors who ring the bell, rather than monitoring neighbours’ movements.
- Reduce views into neighbouring homes, windows and unrelated common areas.
- Use actual privacy masking where supported. A motion-detection zone may only limit alerts and may not mask recordings.
- Assess whether audio recording is necessary and disable it if it is not needed.
Be transparent and control recordings
PCPD guidance recommends transparency about surveillance and suitable contact details for enquiries. A notice does not justify recording any area you choose. Set retention around the purpose, delete footage when no longer needed and restrict viewing, export and sharing. Avoid casually posting neighbours’ or visitors’ clips in chat groups or on social media; disclosure needs its own justification.
Storage capacity does not set the right retention period
There is no universal requirement in this guide to keep every home recording for 30 days. A card or cloud plan’s capacity is a technical limit, while retention is a purpose and privacy decision. Our CCTV recording-days guide explains capacity. Seek appropriate professional advice for a specific dispute or evidence-preservation issue.
Choose hardware after checking the installation arrangement
For an existing peephole and indoor visitor viewing, consider the EZVIZ DP2C 1080p, DP2 2K touchscreen viewer or EP4 4K viewer. These are product candidates, not an estate-approved list. A wide field of view does not authorise unrestricted recording. Read the DP2C vs DP2 2K vs EP4 comparison and check the permitted position, door thickness and hole diameter.
Frequently asked questions
Does live viewing without recording mean installation is always allowed?
PCPD distinguishes real-time viewing without recorded information when considering the Ordinance. Property and common-area requirements still apply separately; this is not blanket approval.
Does a CCTV notice allow filming a neighbour’s entrance?
A notice addresses only part of transparency. Purpose, necessity, framing, retention and use still need consideration.
Are smart doorbells exempt from privacy requirements?
No blanket exemption follows from the name. PCPD explains that recording identifiable people through a smart doorbell may involve personal-data collection.
